Most green jobs today require at least a high school diploma and some college. Ultimately, these derivative skills and competencies must be customized to suit the needs of the industry. As part of the bill that passed in February of 2009, the Green Jobs Training Act allocated $500 million in education for green collar jobs of the future. As part of that package, $150 million was in “Pathways out of Poverty” grants for “cohesive programs that will help target populations find pathways out of poverty and into economic self sufficiency through employment in the energy efficiency and renewable energy industries.”

green jobs training programs for certain individuals are covered under the grants that are specified for certain populations that are eligible to receive the grants. Those would include unemployed individuals, high school dropouts, individuals with criminal records and disadvantaged individuals within areas of high poverty.

The initial reception has been good, however, not all that grant money has been used. Many of the critics have said that it is slow to be communicated to those that qualify under the program. In many cases, it pays for 100% of tuition and books and is a great opportunity for workers to get a higher paying job in a growing market that is expected to have stability for many years to come.

As the push for Green jobs training programs has come from the Federal government, they have also provided funding on State levels, where many of the colleges and universities can receive additional funding for adding the “green” curriculum to their degree courses.

Because the anticipated need for green collar workers could be as high as 37 million, the government is hoping that this initiative will be the ticket out of the present economic nightmare and put many under-qualified individuals on a new footing in a high demand job sector where they can receive annual average salaries in excess of $95,000. Many of those in poverty levels will find themselves with a much brighter future.

The Pathways out of Poverty grants are included in a summary from the Department of Labor and the green jobs initiative is being administered by the ETA, the Employment and Training Administration, which is part of the US Department of Labor. The Pathways out of Poverty grant portion has been attributed to the new Secretary of Labor, Solis.

Prior to this newest $500 million funding program, the previous Administration had approved $125 million in 2007. This had little effect and not much was changed. Once fuel prices started their dramatic rise, there was a push for more funding to become less reliant on foreign countries for our energy needs.

Vice President Biden recently stated in a summit in Philadelphia that the green jobs training programs would see $20 per hour workers start making $50 per hour after completion. If this is true, the Pathways out of Poverty grants will be a good investment in helping those people out of poverty that don’t see anything promising in their future. Of course, it is believed that the total stimulus package will encourage enough future job growth and energy independence that it will also be part of our country’s “pathway out of poverty”, too.

According to CNN, Vice President Biden recently said at a summit in Philadelphia that people who were making $20 per hour before green jobs training can make $50 per hour afterwards. On the average, the clean energy and alternative energy jobs pay 10 to 20 percent more than similar work that is not tied to the growing industry.

Vice President Biden also cites growing excitement that these new initiatives are working by pointing out a Chicago energy-efficient window maker that intends to rehire 250 workers who were laid off after their company closed late last year. This kind of turnaround is what the Administration was hoping for when they passed $500 million in green jobs training stimulus grants.

According to President Obama, the total stimulus puts $20 billion dollars into the green job sector, which will definitely affect the economy in a positive way. Retraining the laid off workers is foremost in mind, as this job sector is expected to employ 5 million. That’s enough jobs to employ most of the presently unemployed and green collar jobs are certainly an avenue for the unemployed auto workers to consider.

Green jobs training programs are being handled by a task force called the Employment and Training Administration office of the U.S. Labor Department. Through these initiatives, they have determined what types of education and fundamentals that those entering the “green jobs” market will need, according to the companies that plan to employ them.

When you consider the amount of job sectors that the “Green Jobs Act” will affect, it is possible to understand the logic of this aggressive program. Colleges and universities are offering 2 and 4 year degrees in renewable energy training in all types of existing degrees, such as engineering, mechanical, architecture, interior design, building and construction trades. Because of the tax incentives and utility company rebates, homeowners are converting their existing homes at a quicker pace than ever. Due to the slow housing markets, many homeowners have decided to stay in their existing homes and upgrade with energy savings and alternative energy products or efficiency appliances that will hold their value during resale, when the housing market rebounds.

It is easy to see the far-reaching effect of the emerging Green Jobs Act and with proper training, many of the unemployed will be back to work and in a growing and stable job market.

Where traditional career goals may see a shrinking job market, the new careers such as wind technician, fuel-cell engineer and solar panel installer are seeing a promising future.

He states that some people are unclear what he’ll be doing when he graduates and some have asked if he will be building hydrogen bombs instead of relating it to green energy production.

They estimate there will be 5 million green jobs in the next few years. There are solar schools that teach solar panel technology, there are apprenticeships, and a former construction worker could easily train in home weatherization and energy efficiency careers that are low tech and require no specialized training.

For example, weatherization can be simple techniques that involve airtight sealing, caulking and repairing ductwork. Insulation contractors can take basic green training that involve innovation insulating techniques using recycled products such as insulation made from newspaper or cardboard. Air sealing experts will become an important part of new green energy efficient construction techniques.

There is more than $11 billion in the stimulus package directed at homeowners to make their homes more energy efficient. There is another $5 billion directed at making Federal buildings more energy efficient. Some businesses are expected to quadruple with these additional incentives. When you add that to the tax credits and utility company rebates that can be used for energy efficiency, there is expected to be growing demand from consumers and commercial establishments.

When you think about the Administration’s push for alternative fuel sources and more energy efficiency, you have to consider how many industries are going to find the need for Green jobs training for the existing workforce, in addition to the need for new recruits.

Take the automobile industry, where they either produce energy efficient vehicles that offer alternative fuel sources, or face bankruptcy proceedings until they can comply. There is more to producing alternative fuel vehicles or electric powered vehicles than first meets the eye.

Not only have you got the need for the researchers and engineers that have green jobs training in these fields, but the vehicles they produce will mean learning different mechanical repairs than most automobile repair shops are prepared to handle. Does your auto mechanic know about fuel cells? What about the battery backup systems on electric cars? What is hydrogen fuel and where can you buy it? These are considerations that most people don’t think about.

What about “green” building and construction techniques? What kind of green jobs training programs will be required to construct the totally “green” home of tomorrow? Will they need experts trained in solar panel installation, wind turbine generators and solar water heater repairs?

Take the case of wind turbines. Many of the innovative homeowners that have made their own home wind turbines have gathered parts to make a home generator that can power a few electrical appliances. What about the future of commercial wind turbines that find they need a repairman to keep a manufacturing plant with power? What kind of wind turbine technicians will be needed for selecting the sites for future wind turbines?

Of course, there are many other green collar jobs that are not as technical, but will still require specialized training. Interior designers of buildings that are striving for a “green” designation will need to know what building materials comply with requirements. Architects will need to consider building placement and features to take advantage of natural light and solar heating systems. Mechanical technicians will need to know how to work on a system that is not the traditional mechanical construction.

The list goes on and on. The estimates are that there will be 5 million jobs in the green job sector in the next few years. When you consider existing jobs that will change, the number may seem overwhelming, when it comes to the number of people that will require training to stay competitive.

For the companies that will need these trained specialists, the task may seem more overwhelming. The persons that have the necessary certifications and degrees will be in high demand and many of those positions may go unfulfilled, since the number of trained candidates is limited.

The government has funded $500 million for education in the green jobs sector yet, some of that money is still left unused. Some states are aggressively marketing the green collar jobs to all ages, including elementary students, since this appears to be the jobs of the future. Green jobs training will ensure a higher paying job in a growing job market that will offer job stability for many years to come.
