The initial reception has been good, however, not all that grant money has been used. Many of the critics have said that it is slow to be communicated to those that qualify under the program. Because the anticipated need for green collar workers could be as high as 37 million, the government is hoping that this initiative will be the ticket out of the present economic nightmare and put many under-qualified individuals on a new footing in a high demand job sector where they can receive annual average salaries in excess of $95,000. Many of those in poverty levels will find themselves with a much brighter future.

The Pathways out of Poverty grants are included in a summary from the Department of Labor and the green jobs initiative is being administered by the ETA, the Employment and Training Administration, which is part of the US Department of Labor. The Pathways out of Poverty grant portion has been attributed to the new Secretary of Labor, Solis.

Prior to this newest $500 million funding program, the previous Administration had approved $125 million in 2007. This had little effect and not much was changed. Once fuel prices started their dramatic rise, there was a push for more funding to become less reliant on foreign countries for our energy needs.

Vice President Biden recently stated in a summit in Philadelphia that the green jobs training programs would see $20 per hour workers start making $50 per hour after completion. If this is true, the Pathways out of Poverty grants will be a good investment in helping those people out of poverty that don’t see anything promising in their future. Of course, it is believed that the total stimulus package will encourage enough future job growth and energy independence that it will also be part of our country’s “pathway out of poverty”, too.

Many wind and solar job training courses can be paid for through the use of credits from the American Institute of Architects. This group offers funding credits for people who want to continue their education in the field of energy and work with handling materials that can work for sustaining the environment to where fewer materials are used to create energy. Certifications and degrees in green tech are offered in accelerated courses or 2 and 4 year college degrees where they have implemented the proper training, as stated by the Employment and Training Administration of the U.S. Labor Department.

A good example of green jobs training at work is the case of a 51-year-old oilfield worker that wondered about the view from atop a 300 foot high wind turbine. Because of her curiosity, she decided to go back to school to become a wind turbine mechanic, where she will climb and repair them in the near future.

In a shaky economy, this type of re-training can assure unemployed workers and those in shrinking occupations that there are job markets that offer growth, higher income and stability.

The community college courses and apprenticeships that are training workers to be wind turbine mechanics, fuel-cell engineers, solar panel installers and work in alternative energy occupations and energy efficiency jobs are what stand out about the renewable energy sector. Can something good stem from something bad?

Actually, it happens quite frequently in life. While mosquitoes can be a nuisance during our summer outdoor activities, they serve a critical role in the food chain by consuming other critters that nibble on crops. And while rain can drown out our picnicking, camping, and sporting events, we learned in elementary school that it serves a vital role in Mother Nature’s water cycle.

How bad have the most recent recessions been? During the two latest recessions in the United States have occurred from 1990-1991, and from 2008-2009(?). During the recession in the early 1990s, the USA lost about 1.6 million jobs. However, that figure is miniscule when compared with the 2008-2009 recession, during which the economy has shed 6 million jobs (including job requiring a green degree) since the beginning of 2001.

Thus, as with any other recession, the loss of jobs during the two most recent recessions has been one of the most devastating characteristics. During the recession of 1990-1991, unemployment was highest during the first part of the recession. However, it continued increasing for a year after the economy had begun to grow again. In fact, after the 1990-1991 recession, unemployment rates never dropped lower than their pre-recession levels–until five years AFTER the recession ended!

Meanwhile, the current recession has had a different trend than the 1990-1991 recession. Although most job losses occurred during the first part of the latter recession, over half of the 6 million jobs lost from the start of 2008 until the present, occurred in the first half of 2009 alone! Those job losses have happened in a variety of financial sectors, including some workers with a green degree Because the current recession has not ended yet, the total number of jobs lost due to the recession, could ultimately be astronomical.

Can anything good result from the current skyrocketing unemployment? The housing boom that began in the middle 1990s created numerous jobs and ultimately helped to end the recession of the early 1990s. Could that scenario repeat itself during the current recession? Many financial experts doubt that a housing boom or Internet boom will end the United States’ escalating unemployment.

Nevertheless, the good news for those with a green degree is that the current recession in the USA could actually have a silver lining. How is that possible? Just as the housing boom in the mid-1990s compensated for the jobs lost during the 1990-1991 recession, so a “Green Revolution” could ultimately have a similar effect during the current economic downturn.

Renewable energy such as solar energy, wind energy and water energy are the basis of a new, productive and stabile energy industry. If not long ago, these alternative sources of energy were just that, alternative, nowadays the world has started to invest more and more in this industry, which is soon going to replace the old energy industry.

Major solar plants across the world are testimony to the fact that renewable energy makes for a reliable future. Moreover, major projects aiming at converting solar energy into electrical energy stand as proof that this renewable energy industry represents the future. Portugal is one of the many countries that have opened its doors to solar energy, which once again stand to prove that this industry is the future. 

Moreover, the major undergoing projects aimed at opening more solar plants sustain the affirmation that the renewable energy industry will soon be the primary electrical industry.  The era of coal, oil or gas power plants is not over and it is likely to be in our lives for a long time, but it does not represent our future anymore.

The American Solar Energy Survey reports that in 2009 there are expected to be 8.50 million Green Degree jobs and that annual income from Renewable Energy Programs will exceed $1 trillion.  There is energy work to be done and academia and government are coming together to establish the American dominance in the field.

The American Recovery and Reinvestment Act of 2009 provides State Energy Programs with $3.1 billion in energy stimulus incentives.  A Renewable Energy Degree is advantageous in fields like solar energy, electric power, energy efficiency vehicle development and expansion of the biofuel industry.  Green energy is one of the few fields where employment opportunities are actually increasing during the current recession.

Globally, associates with a Green Degree can expect the same reception.  Australia has extended its commitment to reduce carbon emissions by 5% by mid 2010.  In December, international environmental ministers are expected to declare united fronts in the race to cleanup the environment and make the world less dependent on oil.  A Renewable Energy Degree will provide the associate with a world of opportunity.

The Obama Administration has moved to the forefront with an aggressive plan authorizing $4.5 billion to convert Federal Buildings into environmentally- friendly operations.  This conversion bodes well for employees with a Green Degree and represents only one area of the President’s call for action. 

ARRA has also set aside $500 million in educational and job training incentives for persons interested in pursuing a Green Degree    The government’s $5 billion commitment to install Renewable Energy and weatherization improvements to low-income housing is seen as a win-win situation for the environment and the economy.  A two-year Green Energy Degree will prepare the associate for installation, design and construction of renewable energy housing.  Typifying the actions of many states, Colorado has initiated a program with $130 million set aside for the weatherization and energy improvements to housing.

Additionally ARRA has dedicated many grant programs to Renewable Energy and has enabled financing through other grants for installation and manufacturing of energy efficient modules.  Students with a Green Degree will be encouraged and supported by government actions that look to expand the Renewable Energy horizon.

There are simply not enough persons with a Green Degree to fill the demand created by the Obama Administration.  In a recent survey, 72% of energy leaders indicated that the green energy employment marketplace needed supply.  Demand for Associates with a Renewable Energy Degree will peak in the next five years and globally for many years to come.  In a field expected to produce more than billion in revenue in North America in 2013, students with a Green Degree will certainly have job security and opportunity in both the short and long-term.
